A Silver Spring man pretending to be a police officer allegedly handcuffed and kidnapped sex workers in two incident hours apart last week.

Bryan Neal Gordon, 27, is charged with kidnapping in Charles and Anne Arundel counties, according to court records.

He was arrested on June 29 in Anne Arundel County after a Maryland Transportation Authority police officer pulled him over for making an illegal U-turn.

He met with the first victim, a sex worker he contacted through a website at about 10:30 p.m. on June 28 in Waldorf. When she entered his vehicle he “falsely claimed to be a police officer,” handcuffed her and then drove her to another location where he sexually assaulted her, the Charles County Sheriff’s Office said in a statement.

Gordon took the victim to Prince George’s County and then back to Charles County where she was able to remove the handcuffs, escape and call police.

Video surveillance from a Waldorf church shows the victim at about 3:15 a.m. on June 29, running and “hiding underneath and behind vehicles,” according to court records.

She told investigators that Gordon told her he had a knife and that she hit him in the face with the handcuffs, injuring his lip.

In addition to kidnapping, Gordon is charged in Charles County with false imprisonment, second-degree assault, theft of less than $100 and procuring a prostitute, court records said.

Gordon told investigators last week that he did not identify himself as a police officer and denied having handcuffs before saying that he did have cuffs and that he had placed them on the victim’s wrists, according to court records.

His public defense attorney could not be reached for comment on Tuesday.

Hours after the first victim contacted police, a Maryland Transportation Authority police officer pulled Gordon over, at about 9 a.m. on June 29, for allegedly making an illegal U-turn near the Baltimore-Washington International Thurgood Marshall Airport.

A woman exited the car and said, “he just ... kidnapped me, I have the handcuffs right here,” according to court records from Anne Arundel County District Court.

The woman told investigators that Gordon had picked her up at a nearby hotel and that they were supposed to remain in the parking lot, but he began acting strangely and drove away with her. He pulled onto a highway and told the woman “he was a police officer and she was being arrested,” court records said.

Gordon pulled the vehicle over and the woman hit him on the head with a wine bottle. But he overpowered her.

When Gordon spoke with investigators, he said he met the woman through an escort service website. He had several fresh wounds, including a large lump on his forehead, court records said.

A search warrant was executed on Gordon’s car and a broken finger nail “matching the color and styling of the victim” and a wine bottle were found inside, court records said.

Gordon is charged in Anne Arundel County with kidnapping, false imprisonment, reckless endangerment, first-degree assault, second-degree assault and robbery.
