A 46-year-old man was fatally shot by police on Sunday evening after officers responded to reports of an armed person at a bus stop in Gaithersburg, said state investigators.

The man, Elliott Powers of Rockville, was approached by officers at the bus stop in front of the Montgomery Village Plaza on the 9600 block of Lost Knife Road around 6:45 p.m., according to a preliminary investigation released Tuesday by the Maryland Attorney General’s Independent Investigations Division. Both Montgomery County and Gaithersburg police officers noticed the man had what “appeared to be a handgun” and spoke to him for “several minutes” before firing their weapons and striking him, state officials said.

The officers rendered medical aid to Powers, but he was pronounced dead at the scene, according to the preliminary investigation. A handgun was later recovered near Powers.

Capt. Cody Fields, Montgomery County Police’s director of media, said during a Sunday news conference shortly after the shooting that the “suspect took actions which forced the officers to discharge their service weapons.” It was not immediately clear what actions were taken.

The Independent Investigations Division identified the Montgomery County police officers involved as Officer Michael Wengloski, a 12.5-year veteran with the Special Operations Bureau; Officer Andrew Hanko, an 8-year veteran with the Patrol Division; and Officer Robert Bullock, a 7-year veteran also with the Patrol Division. The Gaithersburg police officers, all of whom are with the Patrol Division, are Officer Noah Whelan, a 5-year veteran; Officer Carissa Fortin, an 8.5-year veteran; and Sergeant Christopher Leach, a 14-year veteran.

The Maryland Office of the Attorney General said it initially delayed releasing its preliminary investigation because investigators need “additional time to review information.”

The footage from each officer’s body camera will be reviewed by state investigators and released to the public in 20 days, unless there are further delays with the investigation.

This is the second police shooting near Montgomery Village Plaza this year. In March, an officer with Montgomery County Police shot and wounded a 27-year-old man after police said he fired multiple shots at an officer during a chase.
