Annapolis Mayor Jared Littmann on Friday announced his nominations for city manager and city attorney, two government positions that have been open for months.

Yolanda L. Lewis has been nominated as city manager and Anthony “Tony” Kupersmith as city attorney, Littmann’s office said.

The position of city manager has been open since May. Victoria Buckland has served as acting city manager since then. The city attorney position has been open since December, when Littmann dismissed D. Michael Lyles, who had been in the role for six years.

Lewis and Kupersmith will appear before the Annapolis City Council on Monday for a confirmation vote.

Lewis served as chief administrative officer in the Fulton County, Georgia, court system for nine years, according to her LinkedIn profile. She most recently worked as an executive vice president at the Meadows Mental Health Policy Institute in Texas.

She was a finalist for the city manager job in Tacoma, Washington, according to the Tacoma Weekly.

In a statement, Littmann said he was pleased with the work of Strategic Government Resources, a municipal recruitment firm that helped find Lewis. She stood out in interviews, he said.

“One of her many strengths is her emotional intelligence and ability to be collaborative. We all saw a strategic thinker and partner who will help us reach our goals,” Littmann said in an email.

The city manager oversees the day-to-day operations of city government and advises the council and mayor on the creation of policy and how to implement it.

Kupersmith previously served as Talbot County attorney and most recently has worked in private practice at the Annapolis firm McAllister, DeTar, Showalter & Walker LLC, specializing in land use, real estate and environmental law.

Littmann said Kupersmith’s approach to work stood out, adding that he had the potential to “elevate” the city’s law office.

The city attorney runs the office of law, advising officials on legal matters and representing the city in civil cases.

If confirmed, Lewis’ first day will be May 21 and she will earn an annual salary of $270,000. Kupersmith would begin May 7 and earn $185,000.
