Montgomery County Police have charged a 17-year-old from Silver Spring in connection with a crash last year that killed a Kensington teen as he crossed University Boulevard just blocks from his home.
The teen, who had a Maryland learner’s permit, was arrested and charged as an adult with manslaughter by vehicle-gross negligence, police said Wednesday.
On the night of Sept. 21, the driver of a 2023 Nissan Murano hit 16-year-old James Evert Anderson as he crossed the westbound lane of University Boulevard near St. Paul Street.
Anderson’s father described his son, a junior at Wheaton High School, as a gifted baseball player who befriended classmates from all walks of life.
The boy’s mother, Caty Anderson, in 2020 emailed her state representative about the dangers of the intersection where, five years later, her son died.
Investigating the crash, detectives concluded that the teen was traveling at 76 mph in a posted 30 mph zone before the collision and in violation of his permit’s restrictions.
“His speed directly endangered pedestrians and other motorists in the area,” police said.
According to police, the driver remained at the scene following the crash and was not impaired.
