A health and physical education teacher at Perry Hall High School admitted Thursday to sexually exploiting four students on school grounds.

Sean Brooks pleaded guilty in Baltimore County Circuit Court to sexual abuse of a minor, fourth-degree sex offense and second-degree assault. He faces a minimum sentence of four years in prison.

Brooks, 40, of Bel Air, will have to register as a sex offender for the rest of his life. He’s scheduled to be sentenced Sept. 21.

As part of the plea agreement, the Harford County State’s Attorney’s Office and U.S. Attorney’s Office will not pursue charges against Brooks related to allegations from another girl.

“Do you want to accept the plea agreement?” Circuit Judge Dennis M. Robinson Jr. asked.

“Yes, Your Honor,” Brooks replied.

Assistant State’s Attorney John Magee said prosecutors tried to strike a balance between holding Brooks accountable and providing closure to the girls and sparing them the trauma of testifying at trial.

“They understand, and are in agreement with, the plea offer,” Magee said.

Baltimore County Police started investigating Brooks in 2025 after two students reported concerns.

Brooks unlawfully touched the girls and, in some instances, had sexual contact with them, Assistant State’s Attorney Michael DeStefano said.

He read a lengthy statement detailing the crimes.

DeStefano said Brooks engaged in behavior that included taking the students into a classroom in the basement, hugging and kissing them, explicitly discussing his sex life and, in one case, squeezing one of their breasts.

In a letter to staff members, parents and caregivers, Perry Hall High School Principal Abbey Campbell called the charges “deeply disturbing” and added that the “alleged behavior is completely unacceptable and will not be tolerated.” Brooks started at the school in 2017.

Outside the courtroom, Joe Murtha and Sandy Steeves, Brooks’ attorneys, declined to comment.

Brooks has been held without bail in the Baltimore County Detention Center since his arrest.
