A 24-year-old man from Rockville has been charged with two counts of negligent manslaughter by vehicle in connection with a March crash that killed two of his passengers, Montgomery County Police said on Monday.
Daniel Danny Aguilar Medrano was behind the wheel of a 2025 BMW M8 eastbound on Norbeck Road on March 22 at speeds between 119 mph and 126 mph before he lost control near East Gude Drive in Rockville, police said. The posted speed limit was 40 mph.
Police also said his blood alcohol concentration one hour after the crash was .09; .08 or higher is over the legal limit in Maryland.
The BMW crossed the center median and struck a curb and pedestrian signal before overturning. The BMW continued through the intersection of Norbeck Road and East Gude Drive, struck another curb, a pedestrian signal and several trees before coming to a rest in a drainage trench off the westbound lanes of Norbeck Road.
Abraham D. Huracaya Del Aguila, 24, of Silver Spring, who was a front-seat passenger, and 24-year-old Alexander J. Medrano Cangalaya of Rockville, died at the scene.
Aguilar Medrano was hospitalized with injuries that were serious but not considered life-threatening.

On July 1, Collision Reconstruction Unit detectives presented their findings to Montgomery County State’s Attorney’s Office. An arrest warrant charging Aguilar Medrano with two counts of negligent manslaughter was issued on Aug. 6.
Aguilar Medrano turned himself in on Friday. He was released by a district court commissioner on a $5,000 unsecured bond.
