Baltimore Police identified an officer who shot a 35-year-old man in the Upton neighborhood last week.
Devon Gubbar, a four-year veteran of the Baltimore Police Department, fired a single shot at Tavon Newton during a struggle between Newton and officers, department officials said in a news release Monday.
Newton, 35, was transported to an area hospital and listed in stable condition, police said.
Officers responded to the intersection of Wilson and Brunt streets around 12:16 p.m. on Thursday, April 2, for reports of a disturbance, police said. At least three people were fighting, according to Police Commissioner Richard Worley.
Newton ran away, leading police on a foot chase.
Officers fought with Newton in the parking lot of the Avenue Market as they attempted to arrest him. One officer, who has not been identified, used a Taser on Newton. Newton took the officer’s Taser, police said, and Gubbar fired at him.
Police found a knife and a gun in a satchel that Newton was carrying, authorities said. Newton’s sister told WBAL her brother was not threatening police with his weapon and could not have been viewed as a threat while lying on the ground amid the struggle.
The incident shut down a stretch of Pennsylvania Avenue with over a dozen police vehicles.
Baltimore Police have shot five people this year; three shootings were fatal; two were not. In 2025, police were involved in four people’s deaths: Jai Marc Howell, Bilal “BJ” Abdullah, Pytorcarcha Brooks and Dontae Melton Jr.
Baltimore Police’s Special Investigations Response Team and the state’s attorney’s office are investigating this incident.
