Baltimore County Police detectives said Wednesday that two more men have been charged in connection with an ongoing Peeping Tom investigation in Towson.
Police obtained criminal summonses for 56-year-old Daniel F. Sell and 53-year-old Johnnie Wade Jr. on Peeping Tom charges, the department said in a news release.
Court records show Sell was charged with one misdemeanor and faces up to 30 days in jail and a $1,000 fine. Wade was charged with two misdemeanors and could spend two months in jail and owe a $2,000 fine.
The charges come after three women reported that multiple men peered into and filmed inside their bedrooms in Towson’s Donnybrook Apartments over the past nine months.
“It just feels so good to know this is not a safe place for these stalkers,” said one of the Donnybrook roommates, Devin Kaestner.
Kaestner previously told The Banner that repeated Peeping Tom incidents since September 2025 left the roommates feeling unsafe and prompted them to install Ring cameras in their first-floor bedrooms to document the men they reported to police at least 13 times.

Kaestner and one of her roommates, Towson University senior Chloe White, previously told The Banner they were frustrated that police had not publicized images of the men they captured on video.
Court records show those recordings were used to identify Sell and Wade.
‘Masked man’ and more
Late last month, Kaestner and White called Baltimore County Police to report that another man had circled the apartment after midnight and stared into their bedroom windows.
Det. Nicole Spear answered the women’s April 28 call and used their Ring footage to identify a white man in a black Ravens hoodie and blue Nike baseball cap as Sell, according to court records.
“Sell appears to move his body and head in attempt to gain a more advantageous view inside of the window,” the detective wrote of the recording.
Spear attempted to talk to Sell later, but he refused to speak with detectives, court records show.
In mid-March, Kaestner, White and their roommate filed a complaint about a masked man.
The women handed over Ring camera footage from that March 18 incident, which “captured a Black male suspect approximately 30-40 years old with a goatee walking up to the window,” court records show.
Spear identified the man as Wade, according to records, but was unable to question him.
The detective was able to use both men’s Maryland identifications to match their faces to the footage.
Previous arrest
Last week, police arrested Andrade Robinson after observing him using a step stool to peek into a window at a different apartment complex — about 2 1/2 miles southwest of Donnybrook Apartments.
The 55-year-old had allegedly been spotted outside the roommates’ Donnybrook residence prior to his arrest.
Robinson, who spent the weekend in jail after being charged with two misdemeanors, was released on home detention Monday.
Baltimore County District Judge Leo Ryan Jr. called the allegations against Robinson “disturbing” and “dangerous,” but said the Baltimore resident should be released with a GPS monitor while awaiting trial.
Kaestner said she’s grateful charges have been filed, but added that their Ring cameras had recorded more than three individuals over the past few months.
“Honestly, it feels so much bigger than just three, which keeps us worried,” she said. “We still have to be on our toes ... but it feels good to know that something’s getting done about it and they’re not just getting away like they used to be.”
