A Baltimore Police officer pleaded guilty on Thursday to assaulting two people while off-duty at a SWAT holiday party in Fells Point and will not have to serve any time in jail.

Officer Morgan Banocy, who’s been on the force for more than 11 years, appeared before Baltimore Circuit Judge Melissa M. Phinn and accepted a plea agreement.

Phinn sentenced Banocy to probation before judgment, which is not a conviction. She must also complete anger management classes and alcohol counseling.

Her attorney, Chaz Ball, declined to comment.

On Dec. 6, 2025, Banocy, 32, was bar hopping when prosecutors allege she spat at her husband, Officer Matthew Banocy, punched Officer Nolan Arnold and hit a woman “multiple times about the face and head.”

Police responded to the The Admiral’s Cup on Thames Street and concluded that an assault took place — but not one involving serious harm or a deadly weapon. They determined the woman “fell to the ground causing her own injury to her finger.”

Officers notified internal affairs when they learned that Morgan Banocy was a member of the department, and investigators referred the case to the Baltimore State’s Attorney’s Office.

Assistant State’s Attorney Steven Trostle, chief of the Public Trust and Police Integrity Unit, later filed charges.

Baltimore State’s Attorney Ivan Bates has stated that he was disappointed that off-duty police officers who were there did not do more in the situation.

In an email, Lindsey Eldridge, a spokesperson for the Baltimore Police Department, said Morgan Banocy remains suspended with pay.

Morgan Banocy, whose maiden name is Clasing, is described on the Baltimore Police History website as a “Baltimore Blue Blood.” That’s because she’s part of a family that includes multiple current or retired police officers.

She previously held the rank of sergeant, but at some point received a demotion.
