A Baltimore Police officer accused of assaulting a man while on duty agreed Friday to resign in exchange for prosecutors dropping all the charges against him.
Officer Kevin Hilton, 28, who’s been on the force for seven years, appeared in Baltimore Circuit Court for what was supposed to be the start of his trial on charges of second-degree assault and misconduct in office.
Assistant State’s Attorney Kimberly Rothwell initially requested a postponement because she recently learned that a key witness was unavailable.
Rothwell then agreed to indefinitely put the case on the shelf. If Hilton resigns, prosecutors will reopen it and drop the charges, she said.
Outside the courtroom, Hilton and his attorney, Chaz Ball, declined to comment.
On March 30, 2025, Hilton went to Pennsylvania Avenue in Upton to help break up a fight, and a man reached under his arm, prosecutors allege.
Hilton, prosecutors assert, ordered the man to stop and pushed him to the ground.
Next, prosecutors reported, Hilton walked over to the man, grabbed him by the jacket and yelled three times, “What are you doing?”
Later, Hilton walked the man backward and shoved him. He then fell on his back and down three stone steps, prosecutors claim.
“Get your ass up and get out of here!” Hilton told the man, according to an indictment.
It’s not the first time Hilton has faced prosecution.
In 2023, a Baltimore judge threw out charges of second-degree assault and misconduct in office against Hilton after finding his use of force in a different case was not objectively unreasonable beyond a reasonable doubt.
Hilton earned more than $109,650 in fiscal year 2025, according to the city’s salary database.
