Body camera footage shows Anne Arundel hit and run that led to Severn police shooting

The Anne Arundel County Police Department on Monday released body camera footage of events leading up to a police shooting that injured a woman who was attempting to flee in a stolen vehicle on May 7.

The video shows police ordering the woman to turn off and exit the car she was sitting in at a Severn lot. When she disobeyed, an officer approached the vehicle with a tire deflation device. She then drove off, injuring an officer and striking multiple vehicles as she fled.

Officers can be heard discharging firearms in the video after the woman’s car accelerated in the direction of police.

The two officers who fired their weapons were identified as Cpl. L. Hylton, an eight-year veteran of the agency, and Officer N. Watson, who served for one year. They are both were placed on administrative leave as police investigate the incident, per department policy.

Authorities identified the woman, who suffered a non-fatal gunshot wound, as Jasmin Cooper of Crownsville.

The incident began at 9:10 p.m. May 7 when police responded to calls of a hit-and-run collision in the area of N. Crain Highway and 11th Avenue in Glen Burnie. Officers arrived to discover a driver had crashed their car into another vehicle. The driver then drove away in a 2013 Ford Escape, which her father had arrived in to try to provide assistance, according to the department.

Authorities located Cooper in the car around 9:30 p.m., according to the officers’ body camera footage. She can be seen reversing the vehicle into a space in a townhouse parking lot in the 8500 block of Pioneer Drive. After police asked her to turn off the vehicle, Cooper turned the wheel and began to drive, at which point an officer fires and her driver’s side window appears to shatter. Another gunshot can be heard shortly after the car pulls away and hits two patrol vehicles in the video.

Officers responding to the incident then saw Cooper drive north onto Reece Road, then more than 2 miles before crashing into a civilian vehicle near Telegraph Road, according to the department.

Investigators arrested Cooper as she attempted to gain entry to another vehicle after the crash, the department said.

In the footage, Cooper can be heard telling police that she was bleeding from a gunshot wound. Police and medical personnel treated and transported her to an area hospital.

A police officer also was taken to a hospital for treatment of a non-life-threatening injury.

The investigation is ongoing, the department said.

Cooper faces charges including reckless endangerment, second-degree assault, theft and resisting arrest, according to documents in Anne Arundel Circuit Court.

A status conference hearing is set for Cooper’s case on Sept. 25.
