No charges for police who restrained man with ‘signs of intoxication and distress’ before death
Trea Ellinger, 29, of Glen Burnie, died after first responders found him lying in the middle of South Howard Street in Baltimore “exhibiting signs of intoxication and distress” and “speaking incomprehensibly,” and later took him to the Maryland Shock Trauma Center on July 25, 2023.
The Baltimore State’s Attorney’s Office will not bring charges against police officers who helped restrain a man showing “signs of intoxication and distress” near the Baltimore Convention Center and put him on a stretcher before his death in 2023.
