Nick Mosby has been named interim leader of West North Avenue Development Authority, the embattled Baltimore organization that ousted its previous executive director earlier this month, three sources familiar with the decision said.

Mosby, a former City Council president, has been familiarizing himself with the authority’s projects, according to the sources, who asked for anonymity because they weren’t authorized to speak publicly.

Mosby did not respond to requests for comment.

The authority was created by Maryland law to manage funds appropriated by the city and state to revitalize a stretch of West Baltimore and partners with Coppin State University. The authority’s executive director is a state government official appointed by a board that includes the governor and the mayor.

Its previous director, Chad Williams, was terminated following an Instagram post that showed him in a heated exchange with an artist about his behavior toward women. At one point, Williams is seen being pulled away from the woman.

Mosby’s four-year term as City Council president was plagued by scandal and personal drama. But throughout his dozen years on the council, he had wide community support and was known for pushing legislation aimed at uplifting underserved, predominantly Black communities.

The FBI raided Mosby’s office in 2021; he had failed to pay taxes. His now ex-wife, the former Baltimore State’s Attorney Marilyn Mosby, was also investigated. She was federally indicted and eventually found guilty of perjury and fraud. Their marriage fell apart publicly.

He lost a reelection bid in 2024.

An electrical engineer by trade, Mosby has served on the state lottery commission since April 2025.
