A 12-year-old boy was driving a stolen vehicle involved in a fatal crash that left a 69-year-old motorcyclist dead, police said.

Video footage obtained by WJZ, a media partner of The Baltimore Banner, shows a toffee-colored Kia going around a car stopped at a red light before striking the motorcyclist. After the car was disabled, two young people in the car ran from the scene.

Police said the motorcyclist, Barry Wright, was taken to a hospital, where he died. The passenger in the stolen car was a 15-year-old girl, who’s since been arrested and charged with motor vehicle theft, police said.

Authorities said they have filed a Child in Need of Supervision complaint regarding the boy. A CINS complaint can be filed when a child is believed to have committed an offense or engaged in behavior that poses a risk to the child or others, according to the Maryland People’s Law Library.

The collision took place at the intersection of North Duke Street and West North Avenue on Wednesday afternoon.

The car had been reported stolen on Tuesday by a Baltimore County resident, Baltimore Police Department spokesperson Niki Fennoy said in an email.

The incident occurred less than a week after a stolen car transporting four teenagers crashed into a Maryland Transit Authority bus in East Baltimore, sending the teens, 11 bus passengers and the bus driver to the hospital.

What happens next?

In a little over two weeks, Department of Juvenile Services officers can decline the complaint, refer the boy to alternative services, require that he and his family enter a precourt supervision agreement and participate in treatment services, or file a petition with juvenile court, according to the Maryland People’s Law Library.

In a petition, an officer would make the case for court supervision of the child and present it at a hearing. At a separate hearing, the court would decide whether the boy needs DJS supervision.
