Derwood man gets a 120-year sentence for double murder in Rockville

A Montgomery County Circuit Court judge sentenced a Derwood man to 120 years in prison on Monday for a double murder in Rockville last year, according to a statement from the county prosecutor.

A jury convicted Kaloyan Stoev for the January 2025 killings of Marcell Hebron, 26, and Leilani Marroquin, 27, in April.

“The senseless and violent loss of the victims has left two families in our community devastated,” State’s Attorney John McCarthy said after the conviction.

Stoev had faced a maximum of 150 years in prison.

The killings were in connection with a deal for Stoev to buy two ounces of marijuana from Hebron. Hebron was in the driver’s seat of a BMW when Stoev shot him 27 times from inside and outside the vehicle, prosecutors said. Stoev then drove the car a short distance while sitting on top of Hebron’s body.

Police found Hebron’s body in the driver’s seat of the BMW at about 3:15 a.m. at the intersection of Shady Grove Road and Research Boulevard.

Almost 4 1/2 hours later, investigators found Marroquin’s body in a hotel parking lot on Research Court. She had been in the BMW’s passenger seat.

Stoev used two handguns in the incident, shooting Hebron 27 times, prosecutors said. Marroquin ran from the BMW, and Stoev shot her five times.

After a four-day trial, the jury found Stoev guilty of two counts of second-degree murder, two counts of the use of a firearm in the commission of a felony and two counts of possession of a firearm while prohibited.
